This approach would certainly help explain why Google has waited so long for to apply a meaningful Penguin refresh.
If so, I would say Google has been using this time to accumulate sufficient observations of webmaster activity to implement this new criteria.
The new patent might also offer some new insights into Matt Cutts and Googles’ recent statements not to overreact to Unnatural Link Notices; as well Cutts’s (on 8/16/2012) observations that a significant number of webmasters are going to be surprised by the results of the Penguin refresh.

The Link-based manipulation is very broad. Anything you do about marketing could be interpreted as spam and that's like a sword edge.

This could have mixed responses. Bad for clients who see there rankings drop and good for Google to catch the spammers.

A very good move in my eyes, i think quite a few people will be annoyed at spending long amounts of time implementing these black hat techniques to found all their hard work to have been pointless
|

General mayhem, pandemonium, and anarchy.  I reckon its about time they found a way to get the net clean, and if this is one way to do it, then 'tis all good. One thing that has me thinking though, is why not try put a stop to it entirely, instead of just dropping their rankings?

•Meta tags stuffing, and
•Link-based manipulation.
Ahahhahha what about Google seach stuffing results and Google link based manipulation merging organic search with Google products.
The organic search is full of title keywords stuffing and link manipulation with small link farm and little rings made to boost rankings. What Google is doing about that?????
