No of Outbound Links !!!

No more than 100 outbound links from a page - As it is known to me.

But is it applicable for internal page linking too. Beacause in my site there are many pages from where many links are going out to other internal pages. Is it harmful for my site ranking.

Don't think it can harm the internal linking. This will mean search engines put a big ignore to sitemap pages. I know they recommend having a certain number of link per sitemap page, still - don't kill for this. And perhaps will not kill with other pages too.

But sometimes I can't help myself. For example give the list of the cities locationwise. Or to provide Institutions name in a particular states. Is there any way to optimize these pages?

No as far as your link remains within your site not till then.

Some pages... must to have more then even 500 backlinks/page, just image a list of web directories, or a table with a calendar/agend...So i don't think it gona be real problem , until you don't also link to complety unrealted websites , or PR0/ banned websites
