Yes, the url for the site would help. Not much anyone here can really say without knowing the site in question and investigating a little.
Based on your quote it seems Google has at least found the site. There could still be many reasons why it's not in the index from it simply being a matter of more time to Google thinking the site is heavy on the spam.

I don't think the domain i sunder penalty. I have a domain under penalty at the moment and don't get your results. I think you may just have to be patient, perhaps because of the size of your site googlebot wants to take a good look trought it before including it.

I'm surprised they haven't indexed the site yet. They're showing a good number of links pointing to the site and the other engines have indexed the site.
I took a look through the code and don't see anything that would be an obvious barrier. If anything it looks like you did everything right. The site itself looks good by the way.
The only thing I could think of is maybe the previous owners of the domain had done something to cause problems for the domain. I looked in the wayback machine though and didn't really see much so I doubt that's the problem either.
The only other thing I can think of is maybe the Sitemap is causing a problem. I've heard from some that adding a Google Sitemap caused more problems than anything else. Maybe try removing it for a couple of weeks and see if that takes care of things.

Thanks for looking the site in detail. I’ll remove the sitemap and see if it makes any difference.

Sitemaps is supposed to help your site get indexed, but I have seen people complaining that once they submitted to Sitemaps they ended up with less pages indexed. So it's just something to try and you can always try adding it back.
You don't need to submit the site to Google at all. It's always best to let them find you. By submitting I mean filling out the short form with the search engine, not submitting a Sitemap.
The domain is new to you, but it's always possible someone had it before you that did some things to get the domain banned. It's possible I suppose for that to be causing a problem, but I don't know if that's really the issue.
One thing you can always try is asking Google directly. Chances are they won't say anything, but you never know. You could just say you followed their guidelines and were concerned that the site isn't showing in their index while it does in most other search engines. You might mention your concerned that someone who owned the domain prior to you may have done something. I doubt you'd get a helpful response, but you never know.
It could also be that Google just hasn't found the site yet. Two months should be enough time, but it's possible. How long ago did the other engines index the site?

Other engine started indexing this site in second/third week of august.
How do I contact Google? Does anyone have contact email address?
