Last update surprised me.
My website was PR3 and in august, september i got 1 pr6 backlink, 7 pr5 backlinks from different domains, ip, good content pages, less than 20 links, and related to my website. And more than 30 different pr4 backlinks (most of them from directories, forums, articles, link partners pages).
And my site still PR3! What happened?
At least good thing.... all my other pages became pr1-pr3 from pr0.

The new visible PageRank rolled out around the beginning of October. Some of Cutts' statements suggest that the "snapshot" of PageRank that Google takes can be from some time before it rolls out, so perhaps it was from August (or before).
Also, Google can't give PageRank for a link until it finds the link, and it can take some time to do that. In addition, it's not clear that Google gives full link juice until it has known about the link for a while (i.e. until the link ages).

Like Brian said, links take time to age for full link juice to take affect. Google only updates PR every so often, so be patient...keep building more relevant links and all will be good...

It's just nice that your website are getting PR improvements but also take care about the true factors helping a website have top rankings, PR is only a figure.

There is not a set formula whereby if you get this many links from this site you will get this pr. Plus I've heard that not all sites give out PR "link juice" due to a variety of factors.

See All PR To Internal Pages are depend on internal linking, and there are cases of PR leakage through external linking from your imp pages

The Google Pagerank shown on the toolbar is different from the actual pagerank which is constantly updated. The actual pagerank is stored in floating point decimal and not as an integer how you see on the toolbar.
What does it mean? Your pagerank may be 3.01 or 3.45 - it will show up as 3 on the toolbar. For more details check this article

I've had this happen to me a few times...same thing for links. One update, Google sees 900 links for one of my sites, and then the next it only finds 30.

Yeah, tell me about it. It's so hard to figure out what to do there...I tend to focus more on the results from other engines and expect that Google will eventually even out.

I wouldn't let my efforts be influenced by the PR on the toolbar if I were you.
Google is not letting you know how you are doing. When they launched the toolbar at first they gave you the right info, but then everybody started to tweak their sites to fool the algorithm.
I think it is better to let go the whole PageRank idea. Just make sure that sites in the same niche link to you and make sure that you link ONLY to sites that have something to do with yours.
Tools like AdSense prove that Google has a way of determining the subject of a page, and they can do so very accurately.
The best way for them to determine if you are improving your site or just trying to get PR is to scan the sites you link to and the sites linking to you and check if they are in the same subject range. That is in fact one of the big problems, if you want to take out your competitor, just let some off topic sites link to his site and you'll see it will go down in listings. At least that is what I have experienced in the past. There are people who say that Google has already reacted on that flaw and is only taking into account the sites from the same subject when calculating PR.

Nope. There's not. But don't worry so much about your PR. Focus your efforts on getting quality links from related sites - not for PR, but for targeted traffic. And try to achieve higher ranks in the SERPs. It's not the PR that matters. What matters is how easy your site can be found in the SE.
