Question Can we complain to Google & where?

A website ranked on top with adwords is legal, but why that same website is showing on first page on SEO basis too?
This then shows a No Fair playing ground

It might be that they just happened to have done a good job with their SEO. You too could be on page 1 with hard work.

You could try complaining to the Internet Police ... they might listen, but Google won't.

There is nothing wrong with ranking high organically and using adwords (though they are a bit stupid to be paying for adwords when they rank so high anyway!)

Yes for sure! One can report to Google, only If you have non-legal issues that concern Google's Terms of Service or Product Policies, search for Google support.

WTF has this got to do with "Google's Terms of Service or Product Policies"? Clueless.

You can only complain on the Google support forums, but hardly anyone cares about complaints there. They do have moderators reply every now and then (if you're lucky or persistent with your complaints), but they are not very helpful and their general idea for support is to give you a link to the Google terms of service and invite you to seek legal assistance by hiring a lawyer.
