Is this not "keyword stuffing" "hidden text"?

It is in my eyes.
The text is not the exact same coulour as the background though!

Given that no human is likely going to be able to read that text and it's nothing more than a list of keywords I'd say it's an attempt at keyword stuffing using almost invisible text.
I can almost see how it came about too. Someone at the company decided that the useless splash page was very important to include. Later someone pointed out how ineffective that splash page was for seo which led to the company adding in all the spammy keyword text.
Sadly the rank well for some of those terms.
By the way did anyone notice that just by entering the site you are agreeing to their terms and services. It says so in that link you can hardly read below "Enter"
Not exactly a company I would feel good about working with or buying from.

Agree with Vangogh, it doesn't look natural, you usually goes to the terms and conditions page after you've read about a company and its products and finally dedided to buy something. The site looks weird and unprofessional to me.

Most definately breaking the rules of Google there - the problem is that people can still get away with it for a while at least.
I just don't understand why people would bother. It's not that hard to make a "real" site with keywords in it.

It is absoulutely forbidden according to google. One of the site owner competitors will find this, they can easily use spam report.

I am a competitor and I did find it. After making this post, it wasn't long before they disappeared from the serps, probably a Google employee that saw the post. We are now in their old ranking spot and they are nowhere to be seen. I had been trying to beat these guys for a LONG time. Finally I beat them and took all the #1 and #2 spots they had that I had been trying to get.
I have spent $1000's on unique content and 100's or 1000's of hours on our site, people like this piss me off.

IMO, yes it is.
