And following example is great set back for arcade website publishers.

I agree with Google about some of the misleading image placement. Like the yellow square games example on the link you gave, that's misleading and should be against the TOS, simply because if a visitor thinks that clicking on that ad will take them to play a game, and in fact it takes them to another site, that would be an unpleasant experience.

On the other hand, I don't see the problem with having an image of a fruit next to an ad that pertains to fruit. I don't see how that could be misleading.

they didnt notify the publishers by email though, and i bet they do know that almost every tutorials and arcade site is using this technique, will they send a warming or just gladly issue hundreds of bans?

There have been a number of individuals already contacted, before ban.
