Google have some filters to consider the link not spam and came nature.
Don`t be quick in links buliding especially on high page rank sites and try to put few links to each site in the sites which you want to make popularity from it,and one link would be more useful in most cases.

Google never seems to show an accurate count of inbound links. I am not sure how they decide what to show when you use the link: command. I always look at Yahoo for a more accurate indication of what inbound links I have.

Inbound links are inbound links. Google just doesn't show them all for some reason.

Yahoo doesn't always work for me, sometimes yahoo shows no inbound links at all when other search engines show as many as 600.

Well link popularity in Google is viewed as the collection of most quality links coming to the site.

Why doesn't Google show all your inbound links??
weird. I am pretty sure that they do look at those links for rankings, but they just don't show it.

i use this to check my links
http://www.marketleap.com/publinkpop/
keep in mind, links from spammy sites and link farms only count for a fraction of what a quality link from a relevant site can count for. For some keywords my competitors can have several times as many back links than I do and I still rank higher.
I use this tool to see the anchor text in my competitors links:

I would suggest having a look at Receive Links. It's a good, quality network of sites, and it works well for us.
