Not much to disagree with there ;-)

I might just have put more emphasis on Topicality rather than Relevance.
Many of our colleagues still see cheap-hotels-london as relevant to cheap-hotels-dublin, whereas to the topic of cheap hotels in Dublin, it has, IMO, none.

But to the topic of "cheap hotels" it has a strong topical connection whether it is relevant or not.

I'm sure you have touched on the problem with all the topical, relevance, semantic tools. The very confusion we have illustrated regarding cheap hotel can be used to explain some of the strange collections of sites in some SERPs since Florida.

How are any semantic or topical algorithms ever going to handle this type of problem? We will need some formatting or punctaution rules to be able to tell that the inclusion of the city in the phrase "cheap hotels (city)" differentiates it or renders it topically non related from the same phrase where only the city differs.

How are the tools ever going to be able to tell that the web site are talking about Dublin and London and not cheap hotels?
