When somebody has problem with google seo , everybody suggest "you must have high-quality backlinks"

i wonder that what high-quality backlink is . what are the criterias of high-quality backlinks in google eyes?

High quality links would be like sevenseek.com, directory.v7n.com, botw.org,dmoz.org, and any other higher end directories, also v7n has a great contextual linking program, that is placed on relevant websites directed towards your sevice, its a win win situation, I love it.

I have a website that has a pr7 with only about 7 outbound links, and this website has over 80,000 links to it, and one is coming from microsoft website, and the site is linked to me, and has brought one of my keywords up from 210, to page 2, it had to be this page lol

Shouldn't high quality links be links that come from sites which are related to the site it is linking to?

High quality links are links that are related to your site, not sites with high PR's (unless its related). Why would a site about dogs want a pr 6 from a car stereo site?

Links from authoritive sites that are related to the content of your site are considered high quality links!
