linking to different sections of the same page?

I asked this over at DP and got no response, so apologies if anyone has
already read it.

I have just set someone a listing up in my directory and they wanted some
extra links set up to individual sections all on the same page.
See the links under their banner on this page for a clearer example of what
I am talking about,
Example

If I was advising them on SEO I would probably tell them to break the page
up in to individual pages and set the links accordingly, but assuming they
don't want to do this what are people thoughts about setting the links this way?

Would google read them all as just going to /services.htm and the fact they
are going to different sections is irrelevant?

Could google see /services.htm#102295240 as being different to /services.htm#102658053
despite the fact they are the same page and create duplicate content problems?

Would the fact they are linking to /services.htm#number mean they give no
benefit to the page at all?

Any other possible scenario?

After writing this, it got me thinking more.
To much to post here, but anyone interested have a read of this

This is a tough call .But since no one seems to be trying to help you I'll try. Conventional wisdom shows us that google recognizes links with numbers and weird signals like the ampersand but nothing close to the # sign. I think it doesn't because for the fact the page is still a page. different parts of a page can't have different PR and can't be indexed separately. So no. Just threaten the effectiveness of such a method and maybe your client will change their minds.

It's a question I'm surprised hasn't been asked before and the more I think
about it the more intriguing it is.

My main question is, would a page still get indexed if the only links pointing
to it were pointing to a specific section?
ie. all links were set up to,

/page.html#bottomofpage

And if it did get picked up what would show in the cache
/page.html or /page.html#bottomofpage ?

I think it would still get index.. maybe anchor links don't get treated as real links.
