Host, sitemap, meta and etc chenges affecting PR - Questions

Dear Fellows,

I've got several questions and I would appreciate your answers. I piled them here as I did not want to fool the forum.

1. If I change the host for my site will it affect its PR and how?

2. The meta tags and robots.txt filea as I know can be modified for increasing the SERP and PR. In my case I have the following meta on my index:
--------------------------------------------------
<META NAME="robots" CONTENT="index, follow,all">
--------------------------------------------------
in Public_html directory there is robots.txt file with the following input:
---------------------------
User-agent: *
---------------------------
Are they OK? How can they be improved?

3.How it is better to do the sitemap? Can you show me the examples of good sitemap?

4. link:www.domain.com----In what principle is the SERP organized? The first comes out the site with the higher PR or how?

5. I have phpadsnew here - http://promo.marketing.ge.
I have an option: 1. To put a simple linki line on the my page to the target page and 2. to put phpadsnew code linking to the target page.
Which one is better for the better PR?

6. Two days ago I checked the SERP for searchterm "marnet". On www, www2, ww3 the page was positioned on the tenth place. Today I checked it again and found that it is on the 8-th place on all three of them. Is it just a result of a dance or that is for sure? Also, today when I checked www.marketing.ge the PR was gray, in a minute it was again 5, so i think it is a result of a dance.

7. In one of the threads I read about the possibility of seeing whether or not the spider is spidering the site. How can I know that?

8. How can I know the specific Dance times for the specific site if this is possible at all?

9. How can I ensure to chose the right text in <title></title> to make sure that it is better for the PR? Can you recommend some docs to read?

10. Are there anu rules of thumb regarding the number of the inbound links to reach for example PR5, or 6 or 7? Are there anu docs about this which I can read?

And the final one:
11. Can you recommend any docs related to PR SERP and multilanguage considerations? My site is in Georgian and in unicode, so that is important for me.

Your advices and comments are highly appreciated

ah, i don't have time at the moment to answer them all, but here are the first 3

1. no
2. yes: that is fine, just depends on what you are wanting to do, i've gotten to the point where i do not even use robots.txt anymore honestly.
3. Site maps are great because it promotes good site flow. Much of the time people use images as links, and sometimes robots are stupid and do nto follow them, with a sitemap everything is a text link and it gets your pages indexed quicker. Example: http://www.internet-marketing-research.net/site.php
Remeber to be descriptive in links on the site map, but not overly. Always try to shoot for about 3-6 words. Dont simply use something like "home", "services"....crap like that. This is a great place to get some descriptive links going.
3.

1. In my experience changing host **does not** affect PR

2. Your robots meta should look like this <META NAME="robots" CONTENT="index, follow"> (if you want the SE to index and spider your site)

3. Look at my site map. I like to have all of my pages on the map.

4. ???

6. It jumps around alot, be patient

7. Your websites logs

8. No one knows this however google is dancing pretty much all of the time now days.

9. Just put your keywords in your title. Then get links with those keywords, H1 tags with keywords, keywords in links on page and PR should go up

10. Alot
11. Not sure.
