In essence, they're saying Google is making a big chunk of their money from every internet user, not just Google search users. Google are achieving this by distributing Adsense.
People have been aware of that fact for a while, but what's interesting about this article is that the writer tries to put a dollar value on each internet user. Not sure if he's right, he has an interesting take on the subject.
As a commenter points out:
"These calculations are effectively meaningless, because they do not factor in the reality that Google is an auction marketplace and therefore the revenue per user is a direct function of number of advertisers competing on price for that user."
Google are going to see mounting competition in this space, which should be good for webmasters.
