Do you know that google has added a complaint box in the webmasters tool where one can complain about anyone selling links?

What are they gonna do? Penalize the entire web? Except for personal pages, I don't think there are many sites left that aren't selling links/advertising.

On the other hand, perhaps Google are sending a signal that purchased links do, in fact, work, and that their algo is having problems detecting them.

It is nice to know that google webmasters is adding complaint box to anyone selling links. If they received complaint, do they penalized or banned the site?

I have a small Adwords campaign, if I report Google will they penalize themselves? Will Google penalize me for buying links through their Adwords campaign?

Buying and selling links are different from PPC campaigns!
And, i guess if your outgoing links are related to your content there won't be much problems!

It's well known that internet could not be call clean environment, there is big competition between websites. So if Google allows competitors to complain about each other, that doesn't sound like a good idea. That might even look like a battle field.

Adwords is still buying links, however you slice it up, it is still buying links, nothing more. I just reported Google for selling links. I am now waiting to see if they ban themselves.

Why are we so concerned about Google announcing something? Because, we want a free service from them. When we want a free service from them, we have no other go other than to obey what they dictate.
BTW, Google will never call ADWORDS as link selling, because ADWORDS does not link directly to advertiser's site (Meaning, Google is not "voting" for the sellers site). We can also do the same (rather, similar) by introducing a "nofollow" instruction in the "href" tag.
This is what Google seem to convey:
1) Do you have a genuine need to link to the other site? Go ahead and link. Google will count this link as a vote, and give some promotion to the linked page. (pagerank)
2) You don't have a genuine reason to link to the other site, but still want to sell a link (For redirecting visitors of your site to the other site), go ahead, link but use a "nofollow" instruction, so that Google knows that you don't vote for the other site, but simply want to provide an advertisement.
3) You dont have a genuine reason to link, but selling links simply because you want to boost the page rank of the other site .... Bad ... Google doesn't like this ... Because you are making a mockery of the entire pagerank system ... This is similar to accepting bribe to vote in favor of a particular candidate standing in elections ....
