Can you check if you have been banned penalized In Google

A friend told me that a website point to my site was get me penalized in google. He was saying that the link was bad and was causing a bad Neighborhood of links. Is there a site I can check to find this out

The answer is to quit listening to your friends. Find some people who know what they are talking about. There are way too many people, who have no idea at all what they are talking about, out there offering free advice.

You know the old adage. "Free advice is worth what you pay for it."
