As we're in the Google forum, nope, that's wrong. The description tag is not used by Google for ranking purposes. I'll show you. From the V7N.com homepage description tag, I'll paste this:
Learn how to create and market a website professionally on the Internet
I'll put it in quotes for the Google search - so we're looking for exactly that phrase:
http://www.google.co.uk/search?q=%22...f&start=0&sa=N
No V7N.com in those results.
Google haven't used the description tag for ranking for some years now.
As has been said, use the description tag to get people to click on your listing in the SERPs - sure, stick a keyword or phrase in to establish relevance in the eyes of the surfer, makes 'em more likely to click - and don't forget other engines use description for ranking - MSN doesn't use it, Yahoo and Ask do use it for ranking.
