While content is important - to get natural links as well as to get the visitors to browse more and come back, it is no replacement for link building. Google measure the importnace of a page based on who links to you - the search engine can not verify the "quality" of a content. PR 8 links are great, as long as the the site linking to you doesnt sell too many links. Links from same category sites is better, but any PR 8 link is going to be extremely valuable. Do not go by the advices of noobs here, people who have done real SEO knows how valuable these high PR links are going to be.

High PR links are valuable for your website for sure in anyways and i agree with what "alemcherry"said.

content is also important but high PR backlinks are also valuable as well. it would be more better if u get same niche high PR backlink but PR 8 links are really great .

Personally, I'd say that buying a PR8 from a website which is not related to yours is a bad idea. Why not invest in several relevant PR6 links? This way, you spread your risk and don't have your website's rankings depend on a single backlink.

Sure, the immediate results would be more impressive with the PR8 link but you shouldn't leave scenarios such as the website's PR dropping out of the equation (and, since the webmaster is willing to sell links to websites which have nothing to do with the topic of his website, that should not come as a surprise).

If you buy several PR6 links and one of them becomes a PR5, it's no tragedy. Also, the odds of a PR6 link becoming a PR7 are far greater that those of a PR8 website turning...PR9

I think it would make some difference if it is related to your website. For example a site about cats-a great backlink would be if your link on a cat food site.

I think the scenario the thread starter has suggested refers to a PR8 link from a website which has nothing to do with the theme of his/her site:
