I found this article interesting and wanted to share. It is from webpronews:-

It shows an excerpt from a letter by Matt Cutts that says this:-

Said Matt:
The partial update to visible PageRank that went out a few days ago was primarily regarding PageRank selling and the forward links of sites. So paid links that pass PageRank would affect our opinion of a site.
Going forward, I expect that Google will be looking at additional sites that appear to be buying or selling PageRank.

The interesting bit is this:-

The partial update to visible PageRank

So the update we have seen and subesquent increase in PR has been caused by other sites with higher PR than our own moving down. When this happened we moved up. I was confused by my PR increase from PR2 to PR3 with no increase in visible backlinks. I was expecting to be at PR4 and hoping for a PR5 with the amount of SEO work and number and quality of incomming links but it wasnt to be. I am now hoping that a full toolbar PR update will follow and our sites will move to where they should be.
This whole paid links debacle had to end as it was possible before to "buy" pagerank and in some cases positions on SERPS. The internet isnt about who has to most money - from now on SEO is going to more about hard work and less about hard cash. That has to be a change for the better IMHO!
