Google earns lot of revenue from Adwords and Adsense. Google is not in the favour of paid links. And there are many directories where you can find "Ads by Google". Imagine that all paid directories and other sites that promote paid links are banned by google. But there is "Ads by Google" on such sites. Will this not affect googles revenue atleast to some extent.
And talking of Adwords then what is the difference between someone who pays to Google to be on the main page as a sponsor of a keyword (adwords) to someone that buys a link from a directory?

If google is banning paid directories then they should first put a ban on Yahoo Directory. Coz yahoo charges the maximum amount of fees to get listed in it, if we compare the price with other directories which are banned.
Google is sticking to its guidelines. Google is 10 yrs old now. How come these guidelines have come out suddenly. If it were to be implemented it should have been from the beginning. NOT NOW.

Directories also get lots of backlinks from sites that link back and in turn get a high PR and good SERPs.
So Google doesn't want that happening. They want people to not buy links to affect the PR or SERPs so they are dropping the value of these and this is drastically affecting PR and the SERPs of some sites.
That being said you can still buy paid links for traffic. You can use adwords or just buy from someone else. To be safe those selling links should probably use the nofollow attribute.

You raised an interesting point. But have you looked at it from the advertiser's point of view?
Ask yourself this question. If given a choice, which directory would you buy a link from? A PR 8 directory or a PR 0 directory.
So who do we blame now? Google or their Advertisers.

Google is run by smart people. They created Page Rank which many depend on to gauge their sites value until today Besides that they also have AdSense and Adwords. Fact is, they are run by creative people.
But these creative people have poor judgment and even poorer support. Google is the one who created and gave out PR. If they withdraw their PR they gave out, it only proves my point.

Actually, I am seeing Alexa rank right next to Google PR more and more. Personally, I pay more attention to Alexa rank because it's an indicator of actual traffic. When I buy a link with good, low Alexa rank, I tend to get alot of hits. When I depend on google PR alone, I don't really know what I'm buying.
