it shouldn't be the case. If your site is generating traffic for you, and you're doing fine - that's good.
Most importantly, it's SERP that counts, not PR.

John needs to get in on this thread and tell us how this will affect his pricing for the contextual links.
I looked a while back and they were like $1200 (Or around there) a month, and im sure that was in part caused by the high
PR being passed.
I take it that is where the bulk of the money for this site is being made as there are no google ads etc being displayed between posts.
So even if his serp doesnt change, he
may find it harder to sell the links at the same price, which would mean a change in revenue generating tactics.
I could be way off base here, i have never ventured outside the forum of v7n so contextual links may not be the big earner.
