So you think a higher PR puts you above lower PR sites in the SERPs? Wonder why a PR10 site like Statcounter isn't even in the top 5 for the keyword "web counter" or on page 1 for "hit counter".
You are correct when you say 'PR is a measure of the number and quality of links to a site', however PR is way too easy to manipulate for Google to allow PR to play a significant role in SERPs.
Honestly, I wouldn't be surprised if Google completely scraps
visible Pagerank within the next few months.
