Pff I don't really even completely understand pagerank. I barely have any backlinks.. I just code my sites as well and accurate as I possibly can think of doing.. then I notice most my sites end up with PR4 without even trying. Traffic never changes because of my PR so I 'take it with a grain of salt' as the expression says.

I have well over 2000 and I am only a pr2.

Well, I suppose I should clarify. My site is only about two months old. It just jumped from 0 to 2 last week. I have been steadily building all of those backlinks over that two month period but Google must not have them all indexed yet. I expect my PR to jump again some day because most of them are relevant.

But still...40?

That's one of the reason why they are punishing site from submitting to low quality directories.

It is low competitive blog and most competitors have only 10-50 backlinks. Again, it is not commercial weblog. All they got is Google AdSense banner on the right... they don't sell anything and they never provide any services.

Maybe they stop building links. They should build more links if they want their PR 3 back.
