Who can explain why this page comes first ?

Who can give an explanation why this cheating page :
http://www.e-travels.gr/crete_areas/...matala_en4.htm
comes first or second when u search Google for the keywords :

1) matala rooms
or
2) matala apartments
or
3) matala accommodation

Pay attention at the links of the bottom,
(multiple pages with same content and different keywords + descry tags)

IS THIS the most effective way to DECEIVE Google ?

I should also add that the page content is irrelevant to keywords terms !
only the title,descr and hidden text match !

Wow. That has to be the worst cheating page I've seen. Google really messes up sometimes, doesn't it? The whole site should be banned and certainly that page shouldn't come anywhere in the rankings.

Google BEST results

Content, decent meta tags, no hidden links, hidden text, no multiple pages etc. seems to be no matter at this case on Google results.
There are tens or even hundreds of other pages with much more relative content to “Matala … “ but this one persistently remains first.

The links at the bottom (link1, link2 link3 link4 link5 link6 link7 link8 link9 link10 link11) is an excellent example of duplicate pages (11 pages with same content but different tags) .

Very effectively the “same” page comes up by using different keyword.

Eg.
“matala apartments” - > www.etravel.gr/crete_areas/matala/matala_en2.htm
“matala rooms” - > http://www.e-travels.gr/crete_areas/...matala_en4.htm
”matala accommodation” - > http://www.e-travels.gr/crete_areas/...matala_en4.htm
“matala villa” - > www.etravel.gr/crete_areas/matala/matala_en5.htm
….
all pages en2,en4,en5… are exactly the same !!!

Why are not traced by the bot? or from the other point of view
IS THIS a good strategy way to achieve BEST results???

This is a really poorly constructed page.

The competing result pool size is small for "matala rooms"... only 6,540 reults and even less for "matala room" with 5,770 results.

Inbound links make little difference here.

The page is bare with comments listing the target keywords.
