google doesn't count well PR0 and PR1 back link unless you have PR5 orPR6 backlinks

Quality backlinks not quantity backlinks.. That's PR...

Are the backlinks of great quality? Do they match the content of your site? Lots of backlinks mean nothing if they don't have anything in common with your content.

Quality of links are key; this is why you are seeing many sites drop. The links pointing to a site that dropped often had a higher PR now have a lower one. This is partly due to the devaluing of site the offer paid links. Google even has a form the webmasters can submit to report paid links. As always try yo focus on natural link building without paid links - easier said then done.

Did you get backlinks from irrelevant, illegit sites? It may be a penalty if it persists.

Only no of backlinks are not sufficient for your PR. You will have to count unique visitors and no. of QUALITY backlinks for your site. As you are saying you have 1000+ backinks but it may be possible that most of these links are not related to your site. Thats why they are not providing proper benefit to yours.

Try to submit your site to directory,social book markings, Forum posting using your targeted keyword as your anchor text and blogging will also help your site.
