Google gets so many spam reports that they do not have enough people to sort thru them.. The standard answer is that they send them to the engineers and they will one day build scaleable responses to the issues.
In other words, one day they will try to insert the multitude of complaints into the ALGO and automaticly let the ALGOS sort out the spam on a scaleable basis across the entire database all at once based on the new spam algo profiles developed from the new anti spam algo.
Now if you can follow all of that crap, let me know, I think it would be better to just ban certain URL's and all subdomains of the so called spammers, but Google just does not have the time to do it right. There are other factors like the Algos of links back to Google on a lot of pages that factor into some of these crappy results, you have to study the pages of these spammers to find out what content is in them, that may show you why Google leaves the pages in, after all if there are links in those pages back to Google or Google partners why take the pages out?
