Anyone ever had their site drop rank every time they get a new link?

We used to be ranked on the first page for basically all of our main key words then about 9 months ago we slowly started slipping to the second, third, fourth page, etc.

I started trying to get some new links and every time I would add a link the site would drop a few more pages. I stopped doing anything to the site for a few months and it bounced back to the 5th page. Then recently I purchased a banner ad and our site dropped all the way to the seventeenth page within a week. Now a few weeks later we have moved back up to the thirteenth page and has recently bumped up to the thirteenth page which is where it is now.
