pagerank can only be increased by getting links to your site from other sites.

It is a combination and PR is one of the lesser items. What you need is inbound links with your prime keywords as the anchor text. You can get inbound links by simply putting a signature in your profile on this forum and then every message you send will be an inbound link to your site.

Yes true!
But Note: Increasing page rank is not just about inbound links - although this is a major factor thats feeds the calculas and INCREASES your page votes yes I agree, but....
Its important to note that conserving your pages pr and then distributing your pages rank (vote) effectively is as important as inbound links if you are seriously thinking about using your sites pr the way it was created for by google! -
I know a guy who owns a known seo web site, he has well over 1200 inbound links and the guys pr is 3 - 4 this fluctuates monthly & he is number 1-5 on many competitve search terms due to backlinks & anchor text but the point is, if this guy in question was to manage his pr effectivly, then he would most likely be sitting a pr 6-8 but he has only 3 -4 pr
one of my own projects below in my sig, has only been uploaded 2 months and have only a handfull of on topic backlinks and manged to reach pr 4 quickly and gain pr 3 on every top level page.
conserve & distribute your pr effectivly

I don't agree with this sentiment at all. You are certainly not the first person to claim this, but I think it is largely a non issue.
1. When you link to someone you do not give away any PageRank. They get a PR contribution based on the Value of your PageRank, but your PageRank is not changed.
2. There is the potential for a small "bleed" of PR on this basis. The amount of PR that you pass to any page is 85% of your PR divided by the number of links from your page. The PR that you pass to the pages in your own site via menus and site navigation is passed back to you by the return links from these internal pages. So every additional link you put on your page increases the divisor and reduces the PR you pass to all pages including your own internal pages. As a result your own internal pages have slightly less to pass back to you.
3. PageRank is not a major contributing item to SERP placement. Relevance is the major contibutor. Some people have speculated that outbound links from a page to a related "authority" page may in fact increase your relevance rating with Google. If this is the case this will be far more important than some infinitesimal PR bleed resulting from an addition link.

THAT'S THE WORST THING YOU COULD POSSIBLY DO ---- NEVER NEVER NEVER USE SAME FONT COLOR AS BACKGROUND.....
YOU WILL GET BANNED FOR SPAM TRICKS!

It's good to have - leave it there.....
