PR4, PR5, PR6, PR7 and backlink number
The website www.geres.ge - has 185 backlinks but PR6 (and pretty lot of outgoing links). The website www.gia.ge - has 16 backlinks but PR6.
The answer probably is www.gia.ge got 2 backlinks from PR7 sites.
MY QUESTION IS:
IF PR6 can be received by - 16 backlinks (min PR4 each, 2-3 PR7, 2-3 PR6) for www.gia.ge, how many only PR4 or PR5 (separately) backlinks would be enough to reach PR6 for this website?

Impossible to say. According to the original papers on Google PageRank, the PageRank transferred is divided amongst outbound links. If you have a link on a high PR page, but there are 400 other links on the page, probably won't do you any good.

aha,
but in general, can we at least approximately say that 1 PR7 page can be replaced by XX PR4 and YY PR5 pages?

No. The PR calculation has changed so much since those papers were published. I think these last few months have seen a decline in PR transfer. It used to be that if you linked a PR7 to a page, the linked page would almost always jump to PR6. But these days I don't see that much PR being transferred.
Just my opinion, of course.

One observation:
www.geres.ge had PR7 a couple of months ago.
After that 3 outgoing links were added to my sites andhere are the results: 1. The PR of geres dropped to 6. 2. PR of one of my sited jumped from 3 to 5, the other from 4 to 5, the PR of the third site did not change, but there are about 37 PR4 and PR5 pages on it instead of 20.
So backlink from higher PR page really has an effect.

Here is an Excel spreadsheet that indicates the probably number of links you would have to have from each PR value to reach a specific PR value.

One more think I want to add (ofcourse just my opinion), google always use to say links from related sites will do you more good, but this PR update, they have implemented it more harshly. PR from high rank pages won`t transfer much to your links until and unless themes of two sites are matched.
Now I am more relying on Directory links (which always played an important role from old times), but I think this Update Directories were given a lots of PR...
What John has said is quiet true, and a lots of discussions in SEO Circles are going on this.
I think we should start a separate post for this..

How can google define comparativeness ot the sites if one of them is in English, another in Georgian (Any other language)?

they find out what language a site is in based on common words in the language. in addition they can check the local link structure into and out of the site and where the site is physically hosted at.
