Or you're referring to this one http://www.google.com/addurl/ but as what Rankenstein said Google will index your site and list it for free, so no need to worry submitting your site on Google.

Registering a site is irrelevant these days...build links to your site and it will get indexed. (Even if you did submit your site manually, it's free on each of the only three search engines that count: Google, Yahoo, and MSN.)
