Yes, if you have a good relationship with your host.
Put the site on a used IP, (make sure they weren't bad boys). Google will index the next time the spider comes thru. (NO virtual sites please....just shoot me!)

Sure - here's a small local buiness that I just threw up a few days ago, to show the owners the direction I was headed. It only has a couple pages....lol -

the engines put it in the top 10 for 50 keyword phrases within 3 days (this report was done a several days ago now google has put in a whole lot more since- SEO report:

No incoming links no PR, just so basic SEO and a used IP.
You may see something like this for a week or so if the old site was just recently moved but Google will get it right and keep the listings.

They'll get it right in a week or two.
