If you want to achieve higher PR then always try to increase one way links and link with relevant websites because nobody knows about next Google update.

Quality link is a big factor to increase your PR and not all about the quantity of links.

Build as many quality back links to your site, so that you will get good page rank. Few processes are there to get good page rank. If you do this for sure you will get good page rank.
