hi ,i am build a new site,and want to build more links ,i want to know ,does links of unrelated topic help to improve pr or not ,i plan to use forum to get backlinks,is there any good ways to get backlinks,thank you,

Directories Submissions, Social bookmarking and Article Submissions. Also check your competitors there on Good SERPs for the targeted keywords, check their backlinks and try to put your website on that links.

Well.....Relevancy is so important and don't ignore it while building links to your site...focus on getting links from only most relevant sites.

Links from forums and posting comments are good for traffic but often they are no-follow links........

If you want to high quality links then go for free directory(higher PR) submission, article submission, social networks and social bookmarks, blogging, RSS submission.......

If you provide good and usefull content on your site, people will link to your site so others may too get some benefit or piece of information, or even pic at very funny picture etc.

good content = recognition
recognition = popularity
popularity = visitors
visitors = backlinks

We have page, we never advertised, and yet that page has 12,000 backlinks.
Why? You be the judge

If your top competitors have thousands, you will need more.
Just make sure not to get them from bad sites.

Relevancy is must in website promotion. If you build a website and not linked it with relevant websites then very difficult in getting position on targeted keywords in search engine result pages.

Relevancy is not important as of today. Down the road maybe, but I could show you some sites in highly competitive niches that have backlinks from many unrelated sites. These sites are ranking top ten for 50 million + pages.

But it is better to be cautious and get links from sites that can potentially send you traffic. Outside of that, you have free web/article directories, social bookmarks, free press releases, blog comments, classified ads, etc. There's lots of ways to get backlinks for free.

And you are safe to use your site in you forum signature, even if the site is unrelated.

Lets just say you are not in control who’s linked to your site.

Anyone can link to you regardless if that site has any relevancy and whether you like it or not.
Why even talk about subject that goes outside of your own actions?

Backlinks wether coming form related site or not are counted as backlinks. Maybe backlinks from unrelated site can still help but it's a little factor.
