I would say the scale is semi-logarithmic, due to each level of PR needing a factor of 10 (give or take):
The average is probably closer to 2.2, by my estimation:
0 is going to be the bottom 10% (sandbox, penalty zone, new sites)
1 is probably the bottom 25%
2 is right at the top of the bottom 45% of all web sites
3 is slightly above average, perhaps in the top 40% of all web sites
4 is going to be in the top 20% of all web sites
5 is in the top 10%
6 is in the top 3%
7 is in the top 1%
8 is in the top .01% of all web sites
9 is in the top .001% of all web sites
10 is in the top .0001% of all web sites
Or lets use the American FOOTBALL field as an analogy:
Suppose the 100 yard scale shows the entire Google PR scale:
0 = you're at the end zone, 100 yards away from the other end zone!
1 = advance to your own 20 yard line
2 = advance to your own 40 yard line
3 = advance just past the 50yd line, to the opposing team's 40 yard line.
4 = keep on going to the opposing team's 20 yard line
5 - you just advanced to the 10 yard line-- only 10 yds from the end zone
6 - you move another 7 yards to the 3 yd line.
7 - you gain about 1 yard
8 - you gain about 1.5 feet (1/2 yd)
9 - you are about 5 inches from the goal line
10 - Congratulations, you just scored a touchdown!!!
