Allinanchor: What does it measure?

Does the Allinanchor command measure strictly just the number of links with the key word/phrase in the anchor text?

Or,

Does it also take into account the PR values of those links?

My question is: If a website comes top when I search:
allinanchor: keywordXXX

And yet when I search for keywordXXX in google the site is not found in the top 20.
What does that mean?
Losing out on quantity/quality of backlinks?

I have a site that was fluctuating between position 2 and 3 for a keyword - It survived 'Florida' but was devastated at the following update (think it was begining of February) and has not recovered since. I have been getting more back-links the last few weeks and the back-links have shown to have increased 5 to 10 times.

It must still be doing OK for the other major SEs though - because traffic level has actually gone up marginally (by about 10%)

Comments anyone?
What could I do to try to get it back up in Google?

you could be getting some sort of linking penalty. on competitive searches the allinanchor usually aligns well with the regular rankings.'

generally my advice is to try to get a few more inbound links from various directories and autoritative sites. you may also want to mix up your link text a little...
