Um, that's like way off. You can get PR7 from one PR10, depending on the page. I recently saw a PR8 with less than 2,000 backlinks, and BlueFind is PR8 with just 30,000 backlinks.
The opposite is also true. I've seen PR6 with thousands upon thousands of backlinks.
From this table if you want to get PR8 you need in average:
2 795 522 backlinks from PR1 sites
or
508 277 backlinks from PR2 sites
or
92 144 backlinks from PR3 sites
or
16 803 backlinks from PR4 sites
or
3055 backlinks from PR5 sites
or
556 backlinks from PR6 sites
or
101 backlinks from PR7 sites
or
19 backlinks from PR8 sites
or
4 backlinks from PR9 sites
or
just one links from PR10 site
I think the PR transfer changes every so often. I definately think the amount of PR transferred has been decreased recently (within the last 6 months), but nobody knows for sure except Google.
Guess what I'm trying to say is, it's just guesses and that really isn't useful.
I never try to figure out exact details. cocepts and application = good. trying to figure out exact details burns more time than it would be worth. even if you had the exact details on that issue then it still is virtually useless since so many other external factors feed into rankings and whatnot.
