Actually they just don't get banned that easy.. They got lots of great ideas, you might have one of their stuff on your computer right now. They got lots of Cloaking Experts for this. If you can be one of them.. They won't plan to continue if they don't think they can see success in the end.

Yeah, but in the end you are cheating. The problem with black hat is that people cheats, use flaws to get benefits and they start thinking that since they are doing great they must be doing something really good. Then they start to distort that "truth" in other aspects of life. At the end they get angry why things are not going that good... hard to explain but I know some guys who did great and they were living "La vida loca" for year... sooner or later things catch up on you.

I'm just adding my opinion. If we all agree it works that way, better. If yo uwere expecting something different here it goes:
I do not think that selling links is a black hat technique. I see it more like advertising.

According to the rules you can buy as many links as you like for advertising purposes. It's the "American Way", but they must contain a "no follow" tag, so they are good for traffic only.
