Easy just use a brush in ps; I think erm, select assorted brushed and append then find a star burst. Maybe add more white with a soft airbrush to enlarge the center effect. Make another starburst in pink and mess with opacity. Could also try messing with the lens flare effect.

KPT is a good tool for the non experienced photoshop user. You can do the same effect using photoshop filers.

Create your image and then create a new layer and then select Filters > Render > Lens Flare > Brightness around 80% > Select 105mm or 35mm Prime option.

Play with the brightness to control the size of the flare. The smaller the number the smaller the flare. Here is a quick and dirty example. Only took 5 seconds to add the flare.

You could also try making a white blob in a new layer, then using the blur filter> radial blur> zoom blur> then just repeat loads of times. I always duplicate the layer to intensify the effect.

Or just lens flare, its sparkly
