Identifying Photoshop filter used - "tree rubbing"

Does anyone know what effect has been used on this image?

I've got to try and replace that top picture and can't find anything in Photoshop 6 that seems to match that effect. Anyone know of a filter or similar that I could plug in that might do the same?



Would be grateful for any advice (even including "give up and go home early, it's Friday") although advice on the filter is preferred.

looks like crap i know that. You can probably play around with motion blur or the wind filters and achieve the effect, wouldn't be too hard.
