You can design a webpage even with MS Word, but Adobe DreamWeaver takes the cake.
Though you might want to try uninstalling everything else before running it on a PC...

Chiming in with what everyone else was saying would have been acceptable, it is after all the norm here on v7n. But your comment was false, to put it bluntly. htmlbasictutor was both clearing that up for you, in case you have been misled to believing MS Word was a 'design software' and to clarify so others dont start asking "how do i design my site in MS Word". Don't take it personally at all Laura, htmlbasictutor was simply helping you out by correcting you.

thestudent,
hands down the best program out there for creating web pages is by using Dreamweaver. But remember that Dreamweaver on its own its nothing with out an image editing software like Photoshop.
Also if you are thinking of more... dynamic website where everything is moving and stuff, there is also Flash.

Has to be Dreamweaver.. but theres no substitute for learning how to hand code properly.
Some peope used to swear by Golive.. but unfortunately.. it gone. Golive users get a discount on dreamweaver from Adobe if they upgrade - a friend of mine was convinced Adobe would stick with Golive and drop dreamweaver.. WRONG!

For the purposes of discussion (not bashing) I'm chiming in with Microsoft Frontpage.
I neither suggest or condone it's use - though it was my primary page building application for a few years - things change.
Now I don't build pages at all.

FrontPage has been discontinued. It has now been replaced with Expression Web.
Expression Web 3 is on it's way at this date.
It doesn't matter what WYSWYG editor you use, they all have their pros and cons. What does matter is that you shouldn't rely on pushing the buttons in the program to create your web pages. You still need to know HTML and CSS to be able to troubleshoot cross-browser compatibility issues.

I agree with htmlbasictutor that if you use WYSWYG you still need to know html.
I used Front page in the past, then Dreamweaver. My version of Dreaweaver code wrong sometime and I need to fix it by hand on the code side.
It is very important to know a bit about the html code.

Dreamweaver and flash are one of the best web design softwares i've ever used. They offer you more flexibility than any other web design software out there on internet. But before you start using any web design software make sure that your basic html knowledge is good enough.

My personal choice is Photoshop for design, but recently I find myself working with Illustrator for some design elements. As for coding out the layouts and development - Dreamweaver it is.
