Advise on technique

I'm trying to find out what program was used to create the grid effect on this image??

I've seen images where there are many lines (50-100) running through text, but am not sure how these effects are created. I appreciate any help given. I was attempting to create a similar grid effect as in the given example for upcoming images. I have photoshop now, can this accomplish the task??

This is how you make a grid in Photoshop:

1. Create a blank image 15 x 15 px (or however big you want the squares) with a transparent background
2. Using the pencil tool, draw a straight line across the top and one side
3. Select all and go to edit... define pattern, then give it a name
4. Open the image you want a grid on
5. Create a new layer on that image and go to edit... fill
6. Choose pattern and pick the pattern you just made
7. Lower the opacity of that layer
