My opinion...
The background on both while I know where you're trying to go with it... busy backgrounds on web pages make stuff hard to read and then when you try and do a drop shadow on something and use a gif transparency, well that looks even more (i HATE to use this word) 'nooby'. I think you can put across that 'kid' feel and still keep the background simple... remember adults are reading this not the kids.
The navigation on the first is bad because i have to activate the dropdown before i get to know any of the other parts of the site. Also, looks really empty. Would it be possible to come up with some kind of intro paragraph for the business? Something to puff up the respectability of the daycare and get the parent to feel that much more confident in sending their child there.
The navigation on the second one is bad because my eyes have to scan 3 lines in order to go down the list. I know the 'need' to have the site look different than the rest of the web but I think in this case a right or left hand column menu system is going to be your best bet. The intro paragraph is good but poorly placed and a map should probably go on a directions page instead of the cover (which is what i'm taking both of these pages as... covers to the site). A last comment, don't make your advertisement as big as the body copy... a couple of pixels smaller to show that your not trying to create 'banner' ads on client sites.
