1. choose the colour you want as a background color (doubleclick on the background colour)

2. adjust the canvas-size (Image -> Canvas size) by adding, for example, 4 pixels to the height and width

if you have no background layer (the one named "Background", written italics:

create a new layer, put it below all others (by dragging it there) & fill it (Edit -> Fill)

heres another way:
1) select the border colour u want
2) select the area u want bordered (with the marquee tool)
3) goto SELECT > MODIFY > BORDER (choose border selection)
4) press ALT+(Backspace)
