A pen and paper! or Illustrator.
I find Corel Draw a little limited in terms of compatibility with certain software, and not as intuitive as Adobe products. Regardless, why you create a logo is more important than how.

I know Photoshop doesn't have the full shabbang, but I love it personally.
Most pro's in the UK seem to use it also.
Never had needed anything else for graphics really,
Just be sure to avoid those free/cheap 'creators', they just don't produce a unique enough final piece.

I know that our designer is pretty exclusively using illustrator now (as a part of the whole adobe package). They have become so complex now, however, that I have to stick with some of the more basic packages for any design I have to do (such as the gimp). That is probably why I am never let anywhere near our design clients!

now a days most of the designers are prefer to use adobe products for designs. Logo Design is creative art to show your skills through it that how you are professional in Designs.
So Designing Logo i recommend Adobe Illustrator for best results, the tool in it, making your design more easy.

Why is it the best? Have you tried other software and not like there features?
It would be nice to know why you like photoshop. My mom use's photoshop because it's easy for her to navigate at her age.

Definitely Adobe Photoshop is better for graphics designing and Adobe Illustrator for vector designing. Go ahead with both these softwares.
