Another one suggested in the comments at your link is: http://www.online-image-editor.com/ (I haven't tried this one yet.)
I've always used a GIF animator from kudrsoft http://www.yukudr.com/bannercreator/ While it does cost $40, it doesn't have many of the limitations found in the online creators.

Those are useful I suppose if your on the fly or need access to the tools without having the software. I'm so thankful for my Portable Station

What is Portable Station? A search reveals lots of ham radio sites but nothing resembling a graphics package.

adobe photoshop portable would be your best search.
They are just BASIC less-featured rich of certain applications.
So instead of it being fully-loaded it just has the essentials.
Im on the fly alot, so I have 5 portable software versions so I can just plug-n-play if I need to, but I also keep a drive of all 13 software i use closeby. I do most of my big work at home, I only need the basic's in the field and it's easier then carrying a laptop around. (I feel so unsafe leaving it and taking them places lol).
portable versions work way better

I use these GIF makers all the time to make GIFs to post on forums. It is far too messy to do it through Photoshop/Image Ready.

I think LooGix, Picasion, Gickr, Make a GIF and Gifninja but LooGix is a my most favorite animated GIF creator. It lets you make GIF from a minimum 2 frames to maximum 10 frames. You can adjust speed and size. In addition GIF making, service offers special effect such as fading, rotation and blurring.

This is great. Not all of us can or are willing to purchase paid software, like Photoshop, for creating animated GIFs. Those tools are great alternatives for those paid software, though, paid software still have few advantages. Thanks for sharing that post.

Stellar talked about not being prepared to pay the cost of photoshop, I agree, I use GIMP. GIMP allows you to create animated gifs and is free, it is available on Windows MAC and Linux. Photo shop are bragging that they now have content aware filling. Also, If you do want to use gimp for making animated gifs, it is so easy peasy.
Just create each frame as a layer and save as a gif file, simple. Also if you want to change the delay between animations see:

GIF maker software
Thanks, i was try these creative tools to design my gif image. I tried an another new software for creating gif images. Online GIF maker software which allow you to upload images to create and download the animated GIF file, without the need to install any program. I tried a online gif creator software it is very nice for ceating gif images :"gifmakeronline[dot]com"

I can see some of you has said otherwise but I think it is extremely useful to make animated gifs in Photoshop CS6 (not sure about older versions). Very quick to add images and then set the time frame you want them to change at. Simples
