for example i have a fabric image in a grey color or a white color.

i need to change that color to a bunch of different hex colors.

can i do this in photoshop?

Sure, you can do it in Photoshop. Drop me a sample of the fabric picture and few hex values and I will send you back result. If you are happy I will do the rest for you or teach you how to do it in Photoshop, what you prefer...

I'd suggest posting a pic for reference so we can see what the image actually is.

When it comes to changing the colors of [or adding colors to] elements there are plenty of ways to get it done. It all comes down to what you have to work with and exactly what you want the result to be.

Yes you can do it easily on photoshop its depend on how complicated is your image just shared it on this thread so i will further give you more ideas.
