Scaleable without quality loss - Is it a vector file?

If not, what is the file extension

Place the scanned image in Illustrator, choose "template" from layer panel menu, create a new layer and using a Pen Tool (and other shapes if they occur in your logo - like circles, rectangles, etc) trace the shapes. After finishing - apply colors, gradients (if you are using them).

LiveTrace is an option, but not for the high quality results (like logo design)
I'd never give the auto-traced logo to my client...

I would hope as a professional you wouldn't give your client a raw livetrace file and you would atleast fix it up so it looks professional. Livetrace is awesome for very detailed projects that have been scanned. Anything that has simple features like most logo work should be done through the pen tool whether you tracing something or not. Either import the project as a template or place the image on a layer then lock it and create a new layer on top of that one to trace it. When your done just toss out the one you don't need...Illustrator is awesome!
