I would say InDesign.

What file formats does the professional printer you are taking this to support?

I would go for Adobe Indesign because you can create works such as posters, flyers, brochures, magazines, newspapers, and books. So for a restaurant menu, it will be perfect for you.

This article explains quite well when to use photoshop vs illustrator vs indesign. For multi page printed material, indesign works out best, although you can use the other two as well. In your case, that means indesign would be the go to solution http://www.printwand.com/blog/when-t...op-vs-indesign

I think InDesign is better. Photoshop is just good for editing.

Yes, both are affordable for doing this kind of works. But the best one is Adobe Illustrator. Because in a restaurant menu there is much information that is more than photos or images.

Above them, I can consider InDesign here because It can be used to create works such as posters, flyers, brochures, magazines, newspapers, and books. InDesign can also publish content suitable for tablet devices in conjunction with Adobe Digital Publishing Suite. But think about Commercial printing requires 150 to 300 ppi (or more) images, depending on the press (dpi) and screen frequency. Check more here https://helpx.adobe.com/indesign/usi...s-formats.html
