Perhaps you will get more helpful answers if you explain what you are going to use the program for. Some programs are better for certain tasks.

Yes, agreed… If you explain what is the purpose of replacing photoshop software with other. If you didn’t satisfactory result in photoshop, you can replace with Dreamviewer, Flash, Illustrator etc. Platforms. But it totally depends on your task/project or necessity.

My suggestion goes to the Affinity Photo But it will cost you for one time, Otherwise GIMP.

Gimp is the best alternative and its free.
Canva is a free to use online tool to make nice looking graphics but without image editing options.
Picmonkey is a paid online tool (with free trial) with editing options.

If you are looking for vector based graphics the adobe illustrator is best.
If you are beginner the try to use corel draw.
