In photoshop, chose FILE>NEW. Select your measurements from the drop-down on the right side of both Width and Height. Select INCHES. Then type in your measurements in the Width and Height fields. Go with 280-300dpi. Click>OKAY.
1/4 is 0.25. So in photoshop, with that in mind, 1/4 would be 0.25, 2/4 would be 0.25 x 2 = 0.50 or .5. 3/4 ... Well you get the idea. So to answer that question when it comes to inputing a fraction value in photoshop...

When it comes to inputing a fraction value in photoshop:
4 3/4 W INCHES x 3 3/4 INCHES H = 4.75w x 3.75h
2 1/4 W INCHES x 3 3/4 INCHES H = 2.25w x 3.75h
The 1/4 page ad is relative to the size of the actual page. Considering the dimentions you posted, that's a mighty small page. 1/4 page x 4 @ 2.25 x 3.75 per 1/4 = total page size of 4.5' x 7.5' page.
