Need help understanding low contrast

Ok you guessed it I'm new to graphics. I'm a Web Developer student. I am taking a "Principles of Graphic Design" class. I read all about high and low contrast in ads, posters, etc. Can someone lead me to what is meant by low contrast? I've searched the web and I see some pretty colorful images and they are said to be low contrast. What am I not grasping? I'm thinking it means that it's a tone on tone image with type that is just visible, but not jumping out at you?

Can someone give me a better explanation or example to understand this concept? I told you I was new to this, didn't I?

Thanks for any help in understanding this.

Contrast is a dual action where upon increasing, the brights get brighter and the darks get darker. Black and white have a mid point which is gray. When you increase contrast, the darks and lights become darker and lighter in opposition. When contrast is decreased, the darks and lights reverse in opposition (become less opposed).

Brightness is a single action where upon increasing, both the brights and darks get brighter, and upon decreasing, both the brights and darks get darker.

This is why it's often necessary to adjust the brightness a bit after a substantial positive contrast adjustment is made. The final brightness adjustment is a compromise that allows better viewing of fringe areas while still retaining the benefit of an overall increased contrast.
